Introduction
The final register for the Rural Representative Election is published in October every year. You may use the Rural Representative Election Voter Registration Information Enquiry System (“the System”) to check if you have been registered as an elector of the Rural Representative Election. If you are a registered elector, you may check your particulars entered in the final register, including the Rural Committee and the Village/Market Town for which you have been registered.
The System is for electors to check their own registered particulars only. Anyone who looks up another elector’s registered particulars through the System without the latter’s prior written consent may contravene the Personal Data (Privacy) Ordinance (Cap. 486).
Application for New Voter Registration and Change of an Elector’s Registered Particulars

If you are eligible to be registered as an elector and wish to have your particulars included in the register of the year, please submit an application on or before 16 June of that year.

Electors who wish to change their registered particulars in the register should submit an application on or before 16 June of that year.
Applications reaching the Electoral Registration Officer after the deadline (i.e. 16 June) will be processed when compiling the provisional register of the following year.
If you have submitted an Application for New Voter Registration, you may check the latest progress of your application through the System.
Please note that proof of address must be attached to the application form for new voter registration or change of the registered principal residential address for the Resident Representative Election/Kaifong Representative Election. For details, please refer to the Guidance Notes in the application form.
The duly completed and signed application form can be submitted by one of the following methods:
- by post (Address: Home Affairs Department, 30/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong); or
- by fax (Number: 2591 6392); or
- in person or by a representative to the HAD Headquarters or the Home Affairs Enquiry Centres of any District Offices under the HAD; or
- by email (Email address: rre@had.gov.hk) (Any application form uploaded to the Cloud storage with the link provided in an email will not be accepted); or
- by uploading the electronic form to the e-Submission Platform

Regulations to be observed in using the system:
Under section 32(3) of the Electoral Affairs Commission (Registration of Electors) Regulation (Cap. 541K), a person who -
- reproduces or permits another person to reproduce in any form any particular contained in an entry in a register or in an extract from a register;
- uses or permits another person to use any information relating to a person contained in an entry in a register or in an extract from a register; or
- imparts to any other person any information referred to in paragraph (a) and (b) above,
for a purpose other than a purpose related to an election, commits an offence and is liable to a fine at level 2 and to imprisonment for 6 months.
“Voter Registration Information Enquiry System” (System) only allows an elector to check his or her own registered particulars. Anyone who checks another elector’s registered particulars through the System without the latter’s prior written consent may contravene the relevant provisions of the Personal Data (Privacy) Ordinance (Cap. 486).
In the event of any inconsistency between the English version and the Chinese version of this Notice, the English version shall prevail.

Home Affairs Department (HAD) is concerned to ensure that all personal data submitted through HAD website are handled in accordance with the relevant provisions of the Personal Data (Privacy) Ordinance.
HAD will record visits to HAD website without collecting any personal identifiable information of users. Such general statistics are collected for the compilation of statistical reports and the diagnosis of problems with or concerning computer systems to help HAD improve HAD website.
For searching Village Representative Election voter registration information through the HAD "Village Representative Election (VRE)" website, users are requested to input personal data. Personal information includes name and identity document number. HAD will specify the collection purpose and intended usage of your data provided and advise you how you may request access to or correction of the personal data provided for the purpose of voter registration.
"Search for VRE Voter Registration Information" website uses SSL protocol to encrypt data during network transmission to protect your personal data. All personal data you provide to HAD are secured, and access to them is restricted to authorized personnel only.
Search service on HAD website is provided by Yahoo! Hong Kong Limited ("Yahoo!"). We are advised by Yahoo! that it does not collect personal identifiable information while serving search results through HAD website. Yahoo! will share the anonymous data it collects through the search service with the Government for compiling traffic analysis on government websites. The Government will not match the data obtained from any such search activity with any personal data possibly held by the Government.
This Privacy Policy has been translated into Chinese. If there is any inconsistency or ambiguity between the English version and the Chinese version, the English version shall prevail.

Personal
data provided by you will be used by HAD only for the purpose of handling your
enquiry.
Your
enquiry may also be used for the compilation of statistics on the number and
nature of enquiries received by HAD. The outcome of the resulting statistics
will not be in a form that will identify your enquiry and any of your personal
data.
The
provision of your personal data is voluntary. If you do not provide sufficient
information, HAD may not be able to process your enquiries.
Classes
of Transferees
Where
necessary, the particulars submitted by you may be provided to other
departments/organisations/persons for the purposes of voter registration and
election under relevant Ordinances and /or subsidiary legislation and all
purposes related thereto.
Access
to Personal Data
You
have a right to request access to, and to request the correction of, your
personal data and other related information you provided for the purpose of
voter registration in accordance with the provisions of the Personal Data (Privacy) Ordinance.
Such requests should be made in
writing to the Electoral Registration Officer at 30/F, Southorn Centre, 130
Hennessy Road, Wanchai, Hong Kong.
